ASTT introduces No-Dig Down Under utility and council scholarships

Taking place in Melbourne from 10 to 13 of September, No-Dig Down Under is one of the largest events in the world dedicated to trenchless technology and includes a program of technical paper presentations, training courses on trenchless topics, social functions and the largest trade exhibition in the event’s history.

The event is supported by ASTT, a non-profit organisation, representing organisations and individuals involved in Australia and New Zealand’s trenchless technology industry.

The scholarships will allow key members of Australasian utilities and councils to attend the event with reduced costs, and aims to bring more employees from these organisations to the event, thereby increasing the knowledge of trenchless technology.

Scholarship types

Five scholarships are available for Victorian-based utility or council representatives, which include a complimentary full conference registration.

Five scholarships are available for interstate-based utility or council representatives, which include a complimentary full conference registration, as well as accommodation during the event.

The registrations include access to No-Dig Down Under’s conference and exhibition, as well as attendance at the event’s social functions, including the prestigious Gala Dinner and Awards Evening, which features the presentation of the ASTT Awards.

Recipients will also be offered the opportunity to be interviewed for Trenchless Australasia, in addition to being profiled in the September issue of the magazine, the official conference edition.

Selection criteria

Applications will be judged on the following:

  • Employment position and job title;
  • Membership record with ASTT;
  • Participation in previous No-Dig Down Unders and other ASTT events;
  • Knowledge of trenchless technology industry;
  • Career goals and level of interest in trenchless technology;
  • Professional reference/testimonial from a colleague or industry contact of the applicant.

Information in any given application must be fact checkable, including references.

Eligible representatives can submit their application via an online form, which requires contact information and a series of general questions to be answered.

Eligibility

Applicants must be a full-time employee of an Australian or New Zealand utility or council.

If a recipient’s employment ends or is terminated before the start of No-Dig Down Under, the scholarship will be rescinded by ASTT and transferred to another eligible representative within the organisation or other applicant, time permitting.

Authors of papers accepted into No-Dig Down Under’s conference program are not eligible for the scholarships.

Registrations open for major projects conference

Hosted at the Sydney International Convention Centre, the conference, which highlights the state’s largest projects and infrastructure upgrades, is expected to draw more than 250 delegates.

Following the state election and a record investment of AU$89.7 billion, including an increase of AU$2.5 billion since the most recent budget, the state is expected to have more major infrastructure projects delivered than any other state over the coming years.

Over two days, more than 25 expert speakers and policy makers from government and private sectors will come together to discuss projects, both planned and underway.

Submit your nominations for the ASTT Awards

The biennial awards recognise and celebrate the achievements of the Australasian trenchless industry.

The deadline for nominations is 1 July 2019.

Categories

The five categories for nomination are outlined below; nominees must be current members and member companies.

Rehabilitation Project of the Year

This award recognises innovation, advancements in technology, environmental benefits and occupational health and safety benefits in rehabilitation projects using trenchless technology.

Projects must have commenced and been completed between 1 October 2017 and 31 July 2019.

New Installation Project of the Year

This award recognises innovation, advancements in technology, environmental benefits and occupational health and safety benefits in new installation projects using trenchless technology.

Projects must have commenced and been completed between 1 October 2017 and 31 July 2019.

New Technology: Machine, Tool, Material, System or Technique

This award recognises the practical development of trenchless systems or equipment that result in benefits such as improved economy, accuracy, speed of drive or replacement, ability to overcome difficult installations, or similar.

ASTT Person of the Year

This award recognises an individual (aged 37 or over on 1 September 2019) who has made major and sustained contributions to the trenchless industry.

The successful applicant will have gone above and beyond the call of duty to grow, develop and promote the use of trenchless technology across Australasia and the world.

ASTT Young Person of the Year

This award recognises the important role younger members (aged 36 or under on 1 September 2019) of the Australasian trenchless community play in the growth of the industry by engaging with the industry and promoting trenchless technology, making significant contributions over the past two years.

Submissions must be no longer than 500 words and meet the criteria listed on the No-Dig Down Under website.

The awards will be presented at the ASTT Gala Dinner and Awards Evening on Thursday 12 September.

Snowy Hydro awards contract for Snowy 2.0

Following an 18 month competitive tender process, Snowy Hydro named the JV comprising Australian engineering company Clough and international tunnelling specialist Salini Impregilo as preferred tenderer for the civil works contract.

The Snowy 2.0 project will link the two existing Snowy Scheme dams, Tantangara and Talbingo, through underground tunnels and an underground power station with pumping capabilities.

The project will generate hydro power as water is recycled between the two dams to efficiently produce energy and make the most of the available water over an operating life of 70 years or more.

The project will involve underground excavation and tunnelling works between Tantangara and Talbingo at depths of up to 1 km; surface works for the intake-outlet structures, surge shaft, cable and ventilation portal sites; and supporting works for upgrading access tracks, roads and electricity connections to construction sites.

Snowy Hydro also named Voith Hydro as preferred electrical and mechanical tenderer and contracted Leed Engineering for exploratory works during pre-construction activities.

The contracts are currently being finalised, with contract execution subject to shareholder approval of the project.

The first power generated from Snowy 2.0 is expected in late 2024.

The Sydney forum will take place on Wednesday 21 November at Sydney Water in Parramatta from 3pm to 6.30pm.

The Melbourne forum will take place on Thursday 6 December at the Bohemian Wine Bar in South Wharf from 3pm to 6.30pm.

The forums will feature presentations from industry experts on trenchless case studies while bringing together clients, contractors and consultants from across the sector.

At both forums, ISC Services’ Dennis Bentink will present methods of prevention and control concerning inflow and infiltration, while Interflow will discuss the renewal of deteriorated sewer assets and what can be relined.

In Sydney, Qenos’ Jeroen Wassenaar will present a case study on the large bore horizontal directional drilling used for a groundwater replenishment pipeline in Perth using PE100 HSCR.

beforeUdig: airport chaos could have been avoided

According to New Zealand’s underground utility referral service, beforeUdig, the chaos caused after a digger ruptured an oil pipeline in September could’ve been avoided, had the excavator utilised its free service.

Refining NZ, the pipeline operator, has not commented on whether there was clear signage at the site where the pipeline was damaged informing people of its presence.

Stuff reported that there was speculation that the signage may have become overgrown.

The publication quoted beforeUdig Country Manager Phil Cornforth as saying digger operations can check whether there is buried infrastructure in area they plan to excavate in less than 5 minutes.

On the assumption the damage was caused by a contractor, Mr Cornforth said, “Had this operator followed the law and best practice we would not be in this situation now.”

The damage to the fuel pipeline, which supplies jet fuel to Auckland Airport, was discovered in Ruakaka on 14 September.

It resulted dozens of cancelled flights, reroutes and delays at New Zealand’s largest airport; there were also reports that some petrol stations in Auckland’s surrounding suburbs had run out of petrol.

The pipeline was out of service for 10 days while it was repaired, costing Air New Zealand an estimated NZ$200,000 (AU$218,000) to NZ$300,000 (AU$328,000) a day.

beforeUdig is an online service that enables anyone in New Zealand undertaking excavation works to obtain information on the location of underground pipes and cables in and around any proposed dig site.

The service is designed to help to protect those digging as well as the valuable assets that could be affected during these works.

Cross River Rail releases procurement and delivery strategy

Core components of the Cross River Rail project will be delivered through a Public Private Partnership (PPP) and an Alliance.

Registrations for the Tunnel, Stations and Development PPP Expression of Interest (EOI) opened on 5 September 2017, while registrations for the Rail, Integration and Systems Alliance EOI opened on 19 September.

The PPP package includes underground elements of the project, over station development at Albert Street, and brownfield rail surface works – which incorporates the development of the tunnel, stations, access and safety systems, dive structures, work installations, asset and facility maintenance, commercial development, and debt and equity financing.

The scope of the Alliance package EOI covers delivery of rail systems and surface works as well as integration of the project into the Queensland Rail network.

The Cross River Rail will connect the northern and southern rail networks, easing congestion and improving reliability in the Brisbane CBD and adding four new high-capacity inner city stations.

The link will run 10.2 km from Dutton Park to Bowen Hills, with 5.9 km of the tunnel situated beneath the Brisbane River and CBD.

AGN invests AU$12 million in gas mains in Adelaide

AGN will be relocating 3 km of existing transmission and gas mains, as well as 3 district pressure regulating stations for the Bowden Urban Renewal Project, which plans to redevelop heavy industrial land into contemporary high-density accommodation.

Located 2.5 km from Adelaide’s CBD, the project covers a 160,000 m2, which will home around 3,500 residents and equate to approximately AU$740 million in private investment.

“AGN is delighted to be involved in such an historic project – not just because of Bowden’s rich cultural history and its current transformation, but also the fact that the Bowden Urban Renewal Project is the SA Government’s first, higher density urban infill project,” said AGN Chief Operating Officer Andrew Staniford.

“The project is providing a blueprint for future redevelopments of former industrial sites – specifically, what can be achieved to breathe ‘new life’ into suburbs that were historically founded and developed around industries of yesteryear.

“Being only a short distance from Adelaide’s CBD, the Bowden Urban Renewal Project is transforming a once industrial precinct into a thriving, contemporary, in-demand living and lifestyle destination.

“Our primary role involves relocating about three kilometres of existing transmission and high pressure gas mains that run through the area – some of which has been there since the suburb was formed many decades ago.”

This is one of several major infrastructure projects that AGN has been part of in SA recently, including a AU$4 million natural gas pipeline, the investment of AU$6 million for a new gas pipeline in the McLaren Vale region and a AU$5.5 million natural gas supply main in the Barossa Valley.

NULCA members sensible approach to confined spaces

They said that, when in doubt, a common conclusion was that any hole or opening was automatically considered a confined space.

Trenches

As specified in NSW Work Cover’s Confined Spaces Code of Practice “trenches are not considered confined spaces”.

The issues around trenches are addressed under structural collapse, but may become a confined space in certain environments, which is a new way of thinking about it.

The term ‘likely’

The term ‘likely’ appears on just about every page of Safe Work Australia’s How to Manage Work Health and Safety Risks Model Code of Practice. While it is not clearly defined what the term actually means, the member offers the following as an interpretation.

“If you sat in your car and closed the doors ­– potentially a confined space – is it likely that the environment has low oxygen levels, hydrogen sulphide (H2S), high lower explosive (LEL) levels, and more.

“You might say it’s not likely or even highly unlikely, but possible.

“Is it constructed for a person to occupy? Yes. Could you be engulfed by water? Unlikely, but possible,” they said.

“Now to apply this reasoning around some of the work environments NULCA members are facing in the network.”

However, they stressed that there are many considerations besides gas levels when assessing a confined space:

Stormwater

  • An open vented storm water system is not likely to have gas issues, but it is possible, so conduct gas detection prior to entering but also assess all the other risks.
  • Storm water pipes or small culverts are not meant to occupied, so they would be a confined space; while cleaning or disturbing debris will release H2S, so it too is now considered a confined space.
  • If water levels are enough to drown in then it is a confined space.
  • Other issues, like a pending storm and subsequent water flows, also need to be assessed using a sensible risk assessment.
  • It must also be remembered that some sewers have overflows to the storm water system that can activate with high rainfall or blockages which then relieves into the stormwater.

Sewers

  • A sewer by nature, on the other hand, is likely to have methane gas, so a sewer manhole would be considered a confined space.

Electrical pits

  • Electrical pits are not likely to have gas issues, but often have high water levels or electrical hazards.
  • These issues make them a confined space, and gas detection is a precautionary measure.

Communications pits

  • Telstra has assessed its network and has predominantly determined their network not to be a confined space.
  • It is unlikely for gas issues to be present in Telstra pits, but as specified in its Health, Safety and Environment Framework for Telstra Suppliers of Services and Products document, workers must use precaution when opening or entering a pit.
  • If gas is not an issue, there may be other issues making the pit a confined space, such as water levels.

Conclusions

The use of a gas detector does not by virtue define a space as confined, it is a precautionary measure.

Telstra has taken a sensible approach in assessing their environment.

Get to know the code relevant to your state to determine your work environment issues.

The NULCA member stressed that the information expressed in this article is an interpretation and that each individual must make their own assessment of a particular confined space.

John Holland wins Sydney Harbour rail crossing contract

The Sydney Metro City & Southwest Tunnel and Station Excavation Works (TSE) contract includes the construction of twin 15.5 km tunnels and civil works for six new metro stations with John Holland’s joint venture (JV) partners: CPB Contractors and Ghella.

The JV was recognised with several awards after it completed the first stage of the project last year, building two 15 km tunnels from Bella Vista to Epping.

Five tunnel boring machines (TBMs) will be utilised for tunnelling between Chatswood and Sydenham, including a specialised TBM to bore beneath Sydney Harbour.

The new stations will be built at Crows Nest, Victoria Cross, Barangaroo, Martin Place, Pitt Street and Waterloo.

“This iconic project will build the first ever rail tunnels under Sydney Harbour – a crucial transport connection to meet the ever-growing needs of our global city,” said John Holland CEO Joe Barr.

“This one-in-a-generation project will transform the rail network in Sydney, delivering a step-change in public transport capacity and customer experience, and it is a privilege to be trusted to build it.

“Our construction solution addresses the challenges of intricate underground construction in the heart of the Sydney CBD.

“We will use barges on Sydney Harbour to help minimise impacts on the road network at the Barangaroo and Blues Point work sites,” he said.

“We have recently delivered the Sydney Metro Northwest Tunnels and Station Civil Works contract and are currently working on the Operations, Trains and Systems contract,” said Executive General Manager NSW/ACT Scott Olsen.

“We bring vast local and international expertise in tunnelling and the delivery of major infrastructure in urban areas.

“We are focused on delivering a world-class project in partnership with Transport for NSW, with sustainable design, opportunities for local employment and a socially inclusive procurement strategy.”

Construction is scheduled to commence in the coming weeks, with the contract expected to be completed in 2021.

NSW Premier announces shortlisted JVs for M4-M5 Link

Making the announcement alongside Minister for WestConnex Stuart Ayres, the Premier revealed a John Holland-CPB-Contractors JV and a Lend Lease-Samsung-Bouygues JV had been selected to tender for the contract to build the new bypass.

Following the release of the concept design last month, the two JVs will submit tenders that include the design and build of the mainline tunnel, which extends from Haberfield to St Peters to bypass the Sydney CBD.

The M4-M5 Link is an integral part of the WestConnex project, providing a connection for motorists between the upgraded M4 and M5 motorways, as well to Port Botany, the airport and, in the future, the M6.

In order to make the tunnel operational as early as possible, the mainline tunnel will be delivered as a standalone project, operating independently of the Rozelle Interchange and Iron Cove Link until a later date.

“With the widened M4 set to open on Saturday 15 July and tunnelling past the halfway mark on M4 East tunnels, we are moving forward with the final stage of WestConnex which will provide congestion relief for thousands of drivers a day,” said NSW Premier Gladys Berejiklian.

“This is a Government getting on with the job of delivering the major road infrastructure drivers so desperately need.”

The WestConnex project is being financially supported by a AU$1.5 billion grant from the Federal Government and AU$2 billion concessional loan to the NSW government.

Work on the M4-M5 Link is set to start in 2018, with the new M4 tunnels anticipated to open in 2019.

Hydro vacuum excavation: the safest way to dig

A hydro vacuum excavator generates high volumes of air and passes these air flows through the machine’s intake wand and hose into a series of chambers. When an operator directs the intake wand and high-pressure water at the ground to begin excavation, the airflow – along with the high-pressure water – breaks up the ground particles and allows the vacuum to suck up the debris easily and safely while depositing into a storage tank.

The use of vacuum trucks or vacuum trailers enables contractors to be precise and ready for inspection. The equipment can safely uncover a number of sensitive utilities including: pipelines, phone lines, fibre optics – and anything else buried up to 6.1 m underground. The process works quickly, safely and minimises the chance of damaging any expensive or hazardous lines.

There are several reasons hydro excavation is a safe digging practice. The method:

  • minimises the risk of damaging the utility
  • is suitable for all utilities, including gas, water, and power
  • is less disruptive to the environment
  • results in cleaner work areas
  • limits traffic congestion
  • is cost effective
  • is faster than hand digging.

The list of applications for hydro excavators is almost endless. Vacuum excavators can help oil and gas companies, construction projects, irrigation, power plants, farms, silos and more. The method gives the operator the ability to clean out holes and trenches, including house foundations, in a safe and effective manner.

Minimising the risk of damaging underground utilities is of utmost importance to operators, especially considering the costs and ripple effects of asset strikes. Some of the additional drawbacks that can occur if a line is ruptured include:

  • environmental contamination
  • project delays
  • lost time and productivity
  • financial liability
  • re-design costs
  • changes to existing work orders and the need for extra work orders
  • construction claims
  • higher insurance costs
  • higher financing costs
  • injury or casualties.

Spoutvac has recently teamed up with Vac-Tron Equipment, a producer of industrial vacuum excavators and equipment, enabling the former to offer a wider range of affordable and reliable products to its consumers. It recently introduced the Vac-Tron LP 573 hydro excavator to its range.

The machine features ‘baghouse’ filtration to 0.5 microns for dry and wet vacuuming, debris tanks pressurisation to clear blockages and one of the largest silencers in the industry. Other features include a hydraulically operated, over centre door locking mechanism for positive lock and unlock.

HDD operations in water environments

How has HDD changed the way projects tackle shore crossings?

Working in the nearshore environment can be very challenging and inhospitable for both land-based and water-based construction equipment. Neither a marine nor land-based construction method is ideally suited to construction in this shallow, tidal, high energy zone; it is too shallow for marine vessels, and too deep and exposed for land-based work.

This is the zone that neither the offshore contractor nor the onshore contractor are ideally placed to manage – it is not their normal working environment and it is this challenge that makes shore crossings very interesting to design and construct.

Up to 15 years ago, these crossings would have required large-scale open battered excavations onshore and the process was very susceptible to adverse weather conditions and tidal variations, presenting numerous challenges for managing worker safety and potential damage to the environment including oil spills and erosion.

What are the benefits and what are some challenges?

By using HDD to construct the shore crossing, proponents can eliminate the requirement for works to be constructed in the nearshore environment. Using HDD allows for the crossing length and depth to be increased, positioning the rig back on level land and allowing the exit to be beyond the surf zone.

The rig will be placed well behind the dune system, which can then be preserved to prevent erosion and maintain existing flora and fauna within the coastal corridor. The exit point will be selected to provide appropriate conditions for positioning subsea structures or providing a suitable transition to offshore pipeline.

The exit location must provide sufficient water depth to allow safe vessel access and anchoring as well as diving operations. The pipelines can be prefabricated onshore and thrust through the bore from entry to exit or, alternatively, the HDD rig can be used to pull back the pipeline from offshore if the pipe is fabricated by a lay barge or towed offshore from a spool base/launching area.

One of the main challenges for designing a HDD shore crossing is selecting an appropriate exit location and then obtaining reliable cost effective geotechnical offshore information. For shorter crossings it may be possible to interpolate onshore and nearshore boreholes but for longer crossings it is extremely important to develop an understanding at the exit topography and geology.

This is critical for developing the HDD methodology; determining whether the hole will be forward reamed or back reamed and if the pipe will be thrust or pulled into the bore. Even though the majority of the works can be conducted from onshore, marine vessels and divers still need to be deployed during critical stages of the operation.

Having these windows well identified and then having contingency planning for delays is essential. Clearly setting out what conditions the marine vessels can operate in, including considering weather, and determining how this risk will be costed will be important to prevent cost escalation and potential disputes between parties.

How is using HDD in water environments different to standard use of HDD?

The main difference in the HDD operation is that the pipe side will now be managed over water by a marine spread. It is essential to correctly specify the vessel requirements and establish what duties it will perform in what conditions. This may include seabed preparations, dive support, lifting and recovery of downhole tooling, winching, alignment and hook up of pipe string and placement of clump weights/mattresses for temporary stabilisation, as well as flooding and gauging of the pipeline.

Another technique that has evolved is to drill and leave the bore closed just prior to exit, allowing the bore to be opened by forward reaming thereby limiting offshore operations and ensuring drill fluids are returned to entry for recycling. The final section of the bore can then be reamed out using biodegradable fluids to limit any potential environmental impacts of the break through to the seabed.

The Anglesea WRP replacement project, located 25 m above sea level on coastal cliffs, clearly shows how the development of new construction techniques have allowed for improved design. The previous outfall consisted of a 30 m deep drop structure which transfers flows from the treatment plant level to the base of the cliffs.

A 185 m outfall pipe then discharged flows from the base of the drop structure to the ocean. As a result of cliff erosion and pipe damage, Barwon Water initiated a project which required the design and construction of a new outfall pipeline and associated works; the pipeline was installed within three weeks of mobilising to site.
