South East Water is delivering major sewer upgrades in Clyde to support one of Melbourne’s fastest-growing communities, expanding wastewater capacity and improving reliability for thousands of homes and businesses.
Investigative works have commenced on two key projects, the Ballarto Road Pump Station and the Ballarto Road Rising Sewer Main, in partnership with Abergeldie, BMD, KBR (ABK), Beca, Fulton Hogan, and Interflow (BFHI). The upgrades form part of South East Water’s 2023–28 Price Submission investment plan to ensure essential infrastructure keeps pace with population growth.
The Ballarto Road Pump Station project will increase capacity to meet rising demand from new residential and commercial developments. The first phase involves the construction of an emergency storage tank, while future works will deliver a new pump station building, chemical dosing plant, vent stack, and underground storage.
The Ballarto Road Rising Sewer Main, delivered by BFHI, includes 16km of new pipeline that will connect Clyde to South East Water’s Pakenham Wastewater Treatment Plant. Together, the two projects will significantly boost sewerage capacity, reduce spill risks, and enhance operational resilience.
General Manager Liveable Water Solutions Charlie Littlefair said the upgrades demonstrate South East Water’s commitment to building sustainable infrastructure in Melbourne’s growth corridors.

Both projects are being delivered under South East Water’s Integrated Planning and Delivery model, which enables the utility and its partners to collaborate across design, construction and delivery to streamline large-scale capital works.
The Clyde upgrades complement other major projects in the region, including the Tuckers Road Recycled Water Main Project in nearby Clyde North. That project will install 2.5km of new pipeline to meet rising demand for recycled water and reduce pressure on potable supplies.
Investigative works are already underway to support the design phase, with construction to follow.
